PARALEGAL SPECIALIST

This position assists in the preparation of cases for legal action, conducts assigned legal research, gathers factual information, and assists in the preparation of legal documents; does other related duties.

The candidate must have graduated from an accredited college or university with an Associate's degree as a Legal Assistant or in Paralegal Studies, or an Associate or Bachelors Degree and a Certificate of Proficiency in Paralegal Studies from a program approved by the American Bar Association.

NOTE: Two (2) years of experience in the preparation of drafts of contracts, briefs, motions, affidavits, or other legal documents and/or experience in the analysis of judicial decisions, legal opinions, rulings, memoranda, and other legal material, and the preparation of summaries of the points of law involved, may be substituted for the above education requirement, subject to review.

REQUIREMENTS: Knowledge of legal principles and concepts; knowledge of techniques and materials used to conduct legal research; knowledge of legal publications and periodicals; knowledge of legal terminology; ability to gather, assemble, and analyze facts; ability to conduct legal research; ability to read and interpret laws, rules, and regulations and apply them to specific situations; ability to review, analyze, and evaluate factual materials; ability to prepare correspondence and reports; ability to locate and prepare digests of court decisions, precedents, legal opinions, legal citations, and other legal material; ability to prepare materials for briefs, hearings, and reviews; ability to establish and maintain records and files; ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units, including Microsoft Office applications; ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.

ADVOCATE, VICTIM-WITNESS PROGRAM

We are seeking bi-lingual candidates for the victim-witness advocate position. This position provides advocate services to crime victims, witnesses and their families, helping them to cope with the financial and emotional problems encountered as a result of becoming a crime victim or witness. The advocate also provides assistance during court procedures; provides social service referrals; and does other related duties.

EDUCATION: Graduation from an accredited college or university with a Bachelor's degree. Applicants who do not possess the required education may substitute additional relevant experience as indicated on a year-for-year basis.

EXPERIENCE: At least one (1) year of experience providing advice and referral services to individuals or groups coping with social, emotional, psychological or other problems.

KNOWLEDGE AND ABILITIES: The candidate must possess the following knowledge and abilities, as evidenced by education curriculum, job experience, and other life experience: knowledge of the methods used to conduct interviews; knowledge of the methods used to gather and analyze personal case information; knowledge of the economic, social and emotional effects likely to be experienced by crime victims; knowledge of the ancillary problems likely to be encountered by crime victims and witnesses, e.g. housing, employment, health, etc.; knowledge of the types of social and community services likely to be needed by crime victims; knowledge of social assistance services and programs available in Essex County, NJ (e.g. emergency shelter, housing assistance, day care providers, elderly services, employment counseling and referrals, etc.); ability to interpret laws, rules and regulations and apply them to specific situations; ability to provide advice and assistance to crime victims and witnesses; ability to identify the types of services needed by crime victims and witnesses, and provide referrals; ability to conduct interviews and gather needed information; ability to establish and maintain cooperative working relationships with organizations and individuals interested or involved in the work of the victim-witness advocacy program; ability to prepare written and verbal reports; ability to maintain essential records and files; ability to learn to utilize various types of electronic and/or manual information systems used in the agency, office or related units; ability to utilize a desktop computer system with common MS Windows / MS Office applications for word processing, e-mail, calendaring, etc.

LANGUAGE: ability to read, write, speak, understand and communicate proficiently in both English and at least one additional language which is commonly used in Essex County, NJ (including Spanish, French/French Creole/Haitian dialect, Portuguese, etc.).

CLERICAL ASSISTANT / DATA ENTRY

Principal duties include: transcribe data from source documents through keyboard for an electronic data processing machine in accord with appropriate procedures and documentation; does clerical work including typing of a complex and/or technical nature requiring knowledge of laws, regulations, policies, and procedures; other office functions including typing, filing, answering telephones, providing documents and information. Experience and familiarity with Windows-based MS Office computer programs (Word, Excel, Access, Outlook) is desirable in this position. Prior experience in a law enforcement environment will be considered. LEGAL INTERNSHIP (UNPAID)

The Essex County Prosecutor’s Office offers college and law students the opportunity to work in the capacity of an unpaid intern, voluntarily or for school credit. Internships are available throughout the year and the internship program is designed to maximize the students’ involvement with the criminal justice system in the County. Many of our legal interns are offered judicial internships and subsequent employment as assistant prosecutors here in Essex County or in other Counties. The program, which provides an exposure to a wide variety of interesting and challenging legal issues, also offers:

• Substantial opportunity for court appearances by third-year law students;
• Interaction with judges, attorneys and investigators;
• Practical legal research and writing experience;
• Court observation;
• Lecture series; and
• Field trips
